Meter Retrofit Program Elk Grove, California Frequently Asked Questions: Why am I being switched to a meter? The state of California has issued a requirement that all water connections in the state of California must have a water meter by 2025. This has caused water districts throughout the state to upgrade customers who did not already have a water meter on their property. Does this change provide any benefit to me? Yes. Under the old flat rate system, everyone paid for the average amount of water used. This meant that many people who were low-volume water users were subsidizing high-volume water users. With this new system, everyone will pay their fair share. Also, customers will now be able to see the benefits of water conservation. Since users are paying for the water they use, they will see some fluctuations in their monthly bill. Typically this means that their water bill will be lower in the winter and higher during the hot summer. When will my bill reflect the new metered rate? Once your meter is operational, you will be converted to metered billing on the next full billing cycle. Why am I being upgraded now? There are a number of factors that determine which houses get meters first. One is if there has been a significant repair in the past two years, it was set up to be "meter ready". These are the first installations being done. In other cases, it has to do with the neighborhood where you live. We will be installing about 600 meters a year over the next ten years to meet our schedule. We are sorting out a schedule that will be efficient and cost-effective. Why not just delay the process until the deadline? As you can imagine, there are a lot of factors in doing almost 6,000 installations. We need to start now to assure that we are done by the State's deadline. Also, costs for meters, pipe, etc. are continuing to rise. By starting the process now, we will save millions of dollars. That helps avoid having to raise rates any higher than necessary later. What can I do to make my water bill as low as possible?
