Complying with the State Mandated Water Meter Conversion Program

The State of California has mandated that all water connections be fitted with a water meter. Like most local water districts, many of our customer connections are not metered. These customers pay a flat rate based on an average level of usage.

Now, based on this new mandate, a significant investment is needed in the system. There are 5,953 connections that need to be upgraded at an estimated cost of $20 million.

Our program for upgrading all customer connections to a water meter is now underway. We expect to install approximately 600 meters every year for the next ten years.

Everyone pays their fair share

The current flat-rate system is based on all ratepayers paying the average cost of water. This means that low-volume water users end up paying for water consumed by high-volume consumers.

With the water meter system, all ratepayers pay only for their own water usage.

Those who actively conserve benefit and no longer have to subsidize those who use more water.

Having control of your water

With your new meter, you will be paying for the correct amount of water you use. That means that you'll probably see smaller bills in the Winter and higher bills in the Summer.

If you have high-water usage items such as swimming pools, fountains, or water-thirsty landscaping, you may also see an increase.

Here's what to expect for your meter installation.

Members of our meter retrofit team will come and do an assessment of your property. Since every property is unique, this allows us to engineer the optimum solution for installing your meter.

We carefully document the condition of your property at the start of the project to assure that everything is in good order at the end of the installation.

Our goal is to restore everything to its existing condition or better by the time we complete your meter installation.

The typical installation should take just a few days. You will have full use of your water, except for the period while the actual meter is being connected.

We will meet with the property owner or resident and conduct a final walk through to determine that everything has been restored properly.
